The Phase 0 Developer Handbook provides the practical development discipline required to implement the Phase 0 Implementation Profile consistently.

File-header requirements Preserve purpose, ownership, Traceability, modification guidance, and review context for hand-authored files.
Generated-file header requirements Preserve source definition, generation context, regeneration policy, and manual-editing rules for generated artifacts.
Naming convention requirements Preserve consistency and traceability across repository artifacts, DDS Topics, IDL structures, generated types, scripts, and modules.
Coding style requirements Preserve readable, maintainable, reviewable, and traceable implementation code.
Logging convention requirements Support Health and Observability, Audit and Provenance, Control Plane behavior, and later Evidence planning.
Exception-handling requirements Preserve processing outcome, operational condition, audit/provenance context, recovery expectations, and control-plane effects.
Traceability convention requirements Support forward and backward review between Part 3 FX logical elements and Phase 0 implementation artifacts.
Repository workflow requirements Control baseline artifacts, generated artifacts, non-baseline material, review, and contribution workflow.
Script usage requirements Ensure scripts support controlled generation, build preparation, execution, cleanup, and traceability.
Review checklist requirements Provide acceptance controls before artifacts enter the Phase 0 implementation baseline.

The Developer Handbook remains subordinate to the Phase 0 Implementation Profile. It provides practical rules for contributors; it does not redefine the architecture or the implementation profile.
