Phase 0 uses a minimal implementation scope before expansion.

The Phase 0 Implementation Profile implements only the selected mappings needed to establish the first demonstrable implementation baseline. It does not attempt to implement every future Node, endpoint, information structure, Quality of Service (QoS) profile, deployment topology, policy mechanism, operational dashboard, or evidence package.

This principle protects Phase 0 from uncontrolled scope growth. Later development phases may extend, refine, supersede, or replace the Phase 0 implementation profile while preserving traceability to the applicable conceptual, logical, FX logical, and implementation artifacts.
