8.1 Information Minimisation Requirements

The Cost Recovery, Compensation, and Settlement Plane supports costing, billing, chargeback, reimbursement, compensation, and settlement while preserving content minimisation.

  1. The Cost Recovery, Compensation, and Settlement Plane SHALL receive only the minimum information required to attribute, price, audit, and settle governed work.
  1. The Cost Recovery, Compensation, and Settlement Plane SHALL use references to obligations, evidence, transactions, providers, and accounting artefacts rather than routine access to protected content.
  1. The Cost Recovery, Compensation, and Settlement Plane SHALL NOT require routine access to full transaction payloads, full counterparty identities, detailed anti-money-laundering findings, detailed fraud findings, sanctions investigation notes, sensitive policy reasoning, full evidence payloads, regulated data content, or confidential business terms beyond the information required for settlement.
  1. The platform-specific model SHALL define IDL types that capture the minimum cost-relevant information required by the Cost Recovery, Compensation, and Settlement Plane.
  1. The IDL types SHALL separate references, classifications, work identifiers, cost context, and settlement context from protected transaction content.
