This reference establishes United States federal policy governing participation in the development and use of voluntary consensus standards and conformity assessment activities.

Office of Management and Budget (OMB) Circular A-119 implements the standards policy established by the National Technology Transfer and Advancement Act (NTTAA) and provides guidance for federal agencies on selecting, participating in, and applying voluntary consensus standards.
