Statement
The Logical Policy and Release Plane SHALL support governed access, disclosure, safeguarding, and release of information.

Rationale
The Logical Policy and Release Plane provides the architectural mechanisms for governing how information is accessed, disclosed, safeguarded, and released. Separating these responsibilities from operational coordination and information exchange preserves clear governance boundaries while remaining independent of specific policy engines, access-control technologies, or release mechanisms.

This requirement applies to the Logical Policy and Release Plane.
It applies specifically to:

Logical Policy and Release Plane;

Information governance;
-
Information release activities; and
-
Logical Interaction Patterns involving governed information.
Verification
Verification SHALL confirm that the Logical Policy and Release Plane supports governed access, disclosure, safeguarding, and release of information.
Verification activities should include review checks confirming that:

governance responsibilities are assigned to the Logical Policy and Release Plane;
-
information release activities are identified;
-
policy decisions remain platform independent; and
-
implementation technologies do not redefine the Runtime Plane.
Traceability
This requirement supports traceability between governed information, policy decisions, release activities, and the Logical Policy and Release Plane.
