Rationale
Data represents recorded or exchanged information content. Structure describes the organisation, arrangement, or form that supports the expression and processing of data. Treating data and structure as the same concern creates ambiguity between content and form.
This requirement preserves the distinction between information content and the structural arrangements that organise that content.
