Discussion
Performance refers to the ability of a Qualified Node or governed function to meet defined timing, throughput, latency, capacity, and service-level expectations. In the Governed Node Service Market, Performance supports timely governed processing, provider comparison, service-level review, Competitive Substitution, and operational planning.
Performance matters because governed work may occur within transaction-processing, release, settlement-support, audit, or operational recovery windows. A high-performing Node has architectural value only when it satisfies the applicable governed function, policy, evidence, residency, sovereignty, security, and non-functional obligations.
Performance does not justify bypassing the required governed work. A faster Node is not an acceptable substitute if it omits required evidence, weakens controls, violates residency constraints, or fails to meet qualification criteria.

Performance concerns how a Qualified Node or governed function satisfies defined timing, throughput, latency, capacity, and service-level expectations under stated conditions. Scalability concerns the ability of the market or deployment to support increased numbers of participants, Nodes, governed functions, work events, evidence references, compensation claims, jurisdictions, and settlement instructions.
