Statement
The DIDO-TE SHALL configure the Latency specified for communication through each Virtual Network.

Rationale
Latency is a Communication Characteristic that can affect the behavior of a distributed system during testing.
The governing Test Definition specifies the Latency required for communication through the Virtual Network.
Configuring Latency allows DIDO-TE to represent communication delay independently of the physical distance, infrastructure, or networking technology used to realize the Virtual Network.
A Communication Parameter may provide the value or constraint used to configure Latency.
This requirement does not prescribe the mechanism used to introduce, control, or reproduce Latency.

Verification
Verification confirms that:

The Latency specified by the governing Test Definition is configurable for communication through the Virtual Network.

The configured Latency can be determined independently of the physical network used to realize the Virtual Network.

The configured Latency is traceable to the governing Test Definition.

Configuring Latency does not require a particular networking technology, middleware implementation, or network-emulation mechanism.
Verification includes a Test Definition specifying a communication Latency and confirms that the Virtual Network is configured with that Latency.
