Return to Acceptance Criteria
Phase 0 is complete when the team can demonstrate a controlled, repeatable, reviewable baseline that satisfies the agreed scope and acceptance criteria.
Phase 0 completion requires:

Repository structure satisfies repository acceptance criteria.

Applicable environment satisfies environment acceptance criteria.

Required IDL/type generation satisfies type-generation acceptance criteria.

Required Phase 0
Nodes satisfy node acceptance criteria.

Any included
Data Plane implementations satisfy Data Plane acceptance criteria.

Required containers satisfy container acceptance criteria.

Required documentation satisfies documentation acceptance criteria.

Required
Evidence satisfies evidence acceptance criteria.

Open risks, deviations, incomplete items, and deferred work are recorded.

The team has reviewed and accepted the baseline.

The team has tagged or otherwise identified the accepted Phase 0 baseline in Git.
Completion does not mean the system is production-ready. Completion means the team has created a disciplined Phase 0 implementation baseline that can be built, run, inspected, explained, and used as the foundation for later phases.
