6.8 No-Code-Before-Handbook Constraint

Phase 0 implementation code must not begin until the Phase 0 Developer Handbook is in place and approved.

This constraint applies to hand-authored source code, generated code, scripts, configuration artifacts, repository contributions, and implementation documentation that affect the Phase 0 implementation baseline. Exploratory notes, planning material, and non-baseline experiments may exist outside the implementation baseline only when the repository workflow clearly marks them as non-baseline material.

The No-Code-Before-Handbook constraint protects the Phase 0 implementation from uncontrolled prototype growth. It ensures that all accepted implementation artifacts follow the same file-header, naming, logging, exception-handling, generation, traceability, review, and repository conventions from the outset.
