Evidence SHALL remain distinguishable from the claim it supports.

Rationale

Evidence and claims serve different purposes. A claim states something about architecture, implementation, deployment, execution, interpretation, governance, authority, or review. Evidence provides recorded support for that claim.

This requirement prevents evidence from replacing the claim and prevents the claim from being treated as evidence. The distinction supports review, auditability, reconstruction, and defensibility.
