The Policy and Release Plane SHALL support governed access, disclosure, safeguarding, and release of information.

Part 1, Section 13.5: Runtime Plane Requirements.

The Policy and Release Plane provides the conceptual runtime plane for governed access, disclosure, safeguarding, and release of information. It separates release decisions and safeguards from domain data exchange, operational coordination, health observation, and audit provenance.

This requirement supports controlled information movement across organizational, jurisdictional, sensitivity, and release boundaries.

This requirement applies to Policy and Release Plane definitions and references within the Conceptual Architecture.

It applies specifically to:

• Governed access
• Disclosure
• Safeguarding
• Information release
• Release governance

Verification SHALL confirm that the Policy and Release Plane supports governed access, disclosure, safeguarding, and release of information.

Verification activities include review checks confirming that:

• Policy and Release Plane descriptions identify governed access
• Policy and Release Plane descriptions identify disclosure concerns
• Policy and Release Plane descriptions identify safeguarding concerns
• Policy and Release Plane descriptions identify release concerns
• Policy and Release Plane descriptions remain distinct from Data Plane exchange
