Discussion
The External Oversight Participant represents a logical external consumer of authorized FX information.

The External Oversight Participant receives information only through governed release interactions. It does not receive internal FX Data Plane information merely because it participates in the broader architecture. The FX Policy and Release Node determines which information qualifies for release, in what form, for what purpose, under which obligations, and with which audit and provenance records.

The External Oversight Participant participates primarily through the FX Logical Policy and Release Plane. It also relates to the FX Logical Audit and Provenance Plane because the FX Demo records release decisions, release packages, handling obligations, and oversight delivery context.

Definition
//logical external consumer of authorized FX information//

Source
Specialization of Logical Node from private:01-fxdemo:02-part:start, Section 6.2, Policy and Release Plane from private:01-fxdemo:01-part:start, Section 8.5, and Governance and Authority from private:01-fxdemo:01-part:start, Section 9.6; generalised from external oversight and monitoring material in the original FX Demo Reference Architecture.

Note
The External Oversight Participant is not a specific regulator, agency, organization, user account, API client, endpoint, network connection, or deployment environment.

Example
An External Oversight Participant receives an authorized FX Release Package after the FX Policy and Release Node records the release decision, applicable obligations, and provenance context.
