===== The Current Gap =====

  * Existing standards address important parts of structured information processing
  * Implementations still combine Data, Structure, Semantics, Interpretation, and Governance in different ways
  * No common Reference Architecture defines how these concerns work together across independently governed Domains
  * Federation continues to depend on custom mappings, interfaces, and agreements
  * Authority, provenance, and version dependencies are often difficult to identify

===== The Proposed OMG Action =====

  * Issue an RFP for a platform-independent Structured Information Processing Reference Architecture
  * Define the required architectural roles, responsibilities, relationships, and interfaces
  * Establish requirements for Governance, lifecycle control, federation, and Traceability
  * Reuse and relate applicable OMG specifications rather than replace them
  * Allow competing or joint submissions to propose the resulting specification

===== Intended Result =====

  * A common architectural foundation for interoperable structured information processing
  * Clear separation between governed information and implementation technology
  * Consistent allocation of responsibilities across Systems and Domains
  * A specification that can support multiple platforms, industries, and missions
