12.1 Qualified Participation

Qualified Participation is the market condition in which a participant or Node satisfies the qualification requirements that apply to a governed function, governed work assignment, jurisdiction, residency condition, sovereignty condition, policy obligation, evidence obligation, and market integrity rule.

Qualified Participation establishes that market participation depends on recognised capability, governed function eligibility, Non-Functional Characteristics, Qualification Profiles, Qualification Evidence, policy obligations, evidence obligations, jurisdictional constraints, residency constraints, sovereignty constraints, and market integrity rules.

A participant does not receive governed work merely because it is present in the market. A Node does not receive governed work merely by connecting to the technical environment. The market recognises participation through qualification and assigns governed work when eligibility and selection criteria support the assignment.

Qualified Participation protects Buyers, Integrators, Regulators, Auditors, Governance Bodies, Qualified Service Providers, and Qualified Nodes by preventing unqualified, suspended, non-conforming, or unauthorised participants from receiving governed work.

- The Governed Node Service Market SHALL assign governed work only to participants and Nodes that satisfy the applicable qualification requirements.

A Qualified Node connects to the market and advertises semantic validation capability. The market does not assign FX validation work to the Node until the applicable Qualification Profile, Qualification Evidence, non-functional_characteristics, policy constraints, evidence obligations, jurisdictional constraints, and market rules recognize the Node as eligible for that governed function.
