10. Relationship to Cost Recovery, Compensation, and Settlement

The Governed Node Service Market relies on the cost_recovery_compensation_and_settlement_plane defined in Part 6: Cost Recovery, Compensation, and Settlement Plane. Part 7 does not redefine Chargeable Work Units, Work Performed Events, Compensation Claims, Cost Rules, Settlement Instructions, Non-Performance Indicators, competitive_substitution, content_minimisation, or under-compliance. It explains how those concepts support market operation, provider participation, assignment review, compensation eligibility, and market integrity.

The Governed Node Service Market identifies eligible Qualified Nodes and Qualified Service Providers, applies Selection Criteria, supports competitive_substitution, and records assignment evidence. The Cost Recovery, Compensation, and Settlement Plane records the governed work, evaluates compensation claims, applies Cost Rules, produces Settlement Instructions, and, when required, exposes non-performance or under-compliance indicators.

The relationship between the two parts preserves a clear separation of concerns. The Governed Node Service Market governs participation, qualification, selection, substitution, and review. The Cost Recovery, Compensation, and Settlement Plane governs cost attribution, compensation treatment, settlement support, and related evidence.
