11. Platform-Independent Model View
At the PIM level, the plane consists of the following logical components.

| Settlement Service | Produces accounting and settlement instructions |
| Non-Performance Detection Service | Identifies required work with missing evidence |
| Cost Audit Service | Supports review of claims, evidence references, and settlement outputs |
These components are logical roles. A deployment may combine or separate them according to policy, scale, jurisdiction, and implementation constraints.
