This reference establishes United States federal policy concerning the use of voluntary consensus standards developed by standards development organizations.

The NTTAA directs federal agencies to use voluntary consensus standards in lieu of government-unique standards whenever practical and consistent with applicable law, policy, mission, priorities, and budget resources. It also encourages federal participation in developing such standards.
