A Non-Functional Characteristic describes the quality, constraint, or operating expectation associated with a governed function. It does not identify the governed function itself. It describes the conditions under which a Qualified Node or Qualified Service Provider performs, supports, or exposes that function.
In the Governed Node Service Market, Non-Functional Characteristics support qualification, comparison, selection, integration, audit, and governance review. Buyers and Integrators use them to understand whether a Qualified Node or Qualified Service Provider satisfies the expected operating characteristics for a defined use. Regulators, Auditors, and Governance Bodies use them to review whether the market assigns governed work only to participants that satisfy the applicable assurance expectations.

A Non-Functional Characteristic differs from a governed function. A governed function identifies the work performed. A Non-Functional Characteristic identifies the quality, constraint, or operating expectation associated with that work.
Non-Functional Characteristics include Reliability, Securability, Maintainability, Portability, Manageability, Usability, Performance, Interoperability, Elasticity, and Scalability.
Example
A sanctions screening Node performs sanctions screening as its governed function. Reliability, Securability, Performance, and Interoperability describe operating expectations associated with that sanctions screening function.
