Latency

Latency represents the delay experienced by traffic as it moves through a network path.

In the context of internet_qos, Latency reflects forwarding delay, queuing delay, transmission delay, propagation delay, and processing delay along the path.

Latency is not throughput, bandwidth, jitter, packet loss, application response time, or DDS deadline behavior.

A health observation packet experiences lower latency when a network gives operational traffic preferred forwarding treatment.
