External Oversight Participant

The External Oversight Participant represents a logical external consumer of authorized FX information.
The External Oversight Participant receives information only through governed release interactions. It does not receive internal FX Data Plane information merely because it participates in the broader architecture. The FX Policy and Release Node determines which information qualifies for release, in what form, for what purpose, under which obligations, and with which audit and provenance records.
The External Oversight Participant participates primarily through the FX Logical Policy and Release Plane. It also relates to the FX Logical Audit and Provenance Plane because the FX Demo records release decisions, release packages, handling obligations, and oversight delivery context.
