This annex identifies the references used by the FDIS-RA.
Each reference is maintained on a separate page with a stable identifier and URI so that requirements, architecture sections, definitions, and other records can cite the source consistently.

Notes for Editors
The explicit reference links remain while the reference pages are being created or reviewed.
After all reference pages exist and the indexmenu discovers them correctly, the explicit links may be removed.
Each reference page should retain a stable reference identifier and URI.
