ISO is the International Organization for Standardization. ISO develops and publishes international standards through a membership structure of national standards bodies. In the SIP-RA RFP, ISO is relevant because the RFP uses ISO/IEC terminology for normative keywords, including "SHALL", "SHALL NOT", "SHOULD", "SHOULD NOT", "MAY", and "NEED NOT".
