Interoperability
Discussion
Interoperability refers to the ability of independently implemented Qualified Nodes and Qualified Service Providers to exchange, interpret, and use governed information in accordance with shared models and interfaces. In the Governed Node Service Market, Interoperability supports multi-provider deployment, Competitive Substitution, evidence continuity, policy consistency, cost attribution, compensation, and settlement treatment.
Interoperability matters because the market depends on independently implemented components that perform equivalent governed functions. A Qualified Node must not merely send or receive data. It must use the required identifiers, semantic models, interface specifications, policy references, evidence references, cost rules, and settlement instruction structures in a way that other qualified components can interpret and use.
Interoperability supports substitution without forcing all participants to use the same implementation, vendor, platform, or deployment model.

Interoperability depends on common identifiers, semantic models, interface specifications, evidence references, policy references, cost rules, settlement instruction structures, and conformance profiles.
Interoperability differs from Portability. Portability concerns the movement of an implementation across approved platforms, runtimes, or deployment environments. Interoperability concerns the exchange, interpretation, and use of governed information among independently implemented components.
Example
Two independently implemented sanctions screening Nodes use the same governed function interface and produce equivalent Work Performed Events and Evidence References.
