The purpose of this RFP is to solicit proposals for a [[dido:99_annexes:annex-b-terms-and-definitions:p:platform_independent_model|Platform Independent Model (PIM)]] defining a [[dido:99_annexes:annex-b-terms-and-definitions:r:reference_architecture|Reference Architecture (RA)]] governing the controlled processing of structured information artifacts.

The requested architecture addresses the separation of data, [[dido:99_annexes:annex-b-terms-and-definitions:s:structure|structure]], semantics, and interpretation within mission-critical and regulated environments, including defense and security domains operating across jurisdictional boundaries.

A Reference Architecture, as requested by this RFP, defines abstract architectural constructs, roles, boundaries, interface contracts, governance mechanisms, and conformance points at the platform-independent level. It establishes separation of concerns and lifecycle control for structural and semantic artifacts.

A Reference Architecture does not prescribe implementation technologies, deployment topologies, transport protocols, domain-specific data models, or specific ontologies.
