The conformance requirements SHALL NOT require implementations to use a specific modeling language, model-interchange format, or vendor tooling environment.
Conformance to the proposed Reference Architecture concerns the implementation of its architectural constructs, relationships, constraints, and externally observable responsibilities. It should not depend on the modeling language, interchange format, or tool used to develop or document an implementation.
Tooling neutrality avoids vendor dependency, supports different engineering environments, and allows implementation practices to evolve without changing the architectural standard.
A conforming Submission demonstrates that:
SIP-030 establishes general tool and technology neutrality. SIP-041 applies that principle specifically to modeling languages, model-interchange formats, and vendor modeling environments.
This requirement does not prevent the adopted specification from using a standard modeling language or interchange format for its normative specification artifacts. It prevents those authoring choices from becoming mandatory technologies for conforming implementations.
