The proposed Reference Architecture SHALL be positioned at the architectural Governance and structural abstraction layer.

Positioning the Reference Architecture at the Governance and structural abstraction layer establishes its responsibilities and separates them from the implementation mechanisms used to transport, exchange, or process information.

This positioning allows the Reference Architecture to govern structural information and its evolution without prescribing the technologies used to implement operational exchanges. It also clarifies how the Reference Architecture relates to existing OMG specifications operating at adjacent architectural layers.

A conforming Submission demonstrates that:

1. The architectural layer occupied by the proposed Reference Architecture is explicitly identified
2. The responsibilities assigned to that layer concern Governance and structural abstractions
3. The relationship between the proposed layer and adjacent architectural layers is described
4. Transport, information-exchange, message-exchange, and runtime mechanisms remain outside the responsibilities assigned to the proposed layer
5. The proposed positioning is represented consistently in the architectural model and supporting documentation
