The Submission SHALL introduce a normative dependency on another specification only when that dependency is necessary to satisfy an applicable requirement or provide a required capability.
Mandatory
A normative dependency incorporates requirements, definitions, models, or behaviors from another specification into the proposed specification's conformance obligations.
Unnecessary normative dependencies increase implementation complexity, expand the conformance surface, introduce additional version dependencies, and may constrain implementations without adding architectural requirements.
Limiting normative dependencies preserves independence while permitting reuse of external specifications that provide required capabilities.
A conforming Submission demonstrates that:
An informative reference does not create a normative dependency and is outside the scope of this requirement.
GPR-007 requires reuse of applicable existing standards. GPR-011 limits that reuse to normative dependencies that are necessary to satisfy an applicable requirement or provide a required capability.
