The Submission SHALL identify the assumptions and provide the contextual information necessary to implement the specification.
Mandatory
Unstated assumptions can cause independent implementers to interpret the same specification differently. Missing contextual information can also make otherwise precise requirements difficult to apply.
Explicit assumptions and context establish the environmental, organizational, architectural, operational, security, and technical conditions under which the specification is intended to be interpreted and implemented.
A conforming Submission demonstrates that:
An assumption does not override or weaken a mandatory requirement. If an assumption limits the applicability of a requirement, the relationship and justification must be stated explicitly.
Context should explain the conditions needed to interpret and implement the specification without prescribing implementation details that the RFP requires to remain technology neutral.
