Phase 0 may include only placeholders for this plane. Phase 0 does not need to implement real billing, settlement, accounting integration, or provider competition. A later demo phase may introduce:

• Mock compensation claims
• Mock settlement instructions
• Persistence cost records
• Evidence-linked work records
• Non-performance alerts
• Provider substitution scenarios

The first implementation objective should demonstrate the architectural pattern rather than commercial completeness.
