The initialisePythonEnvironment.sh script should create or update the project-local Python environment when the Phase 0 Baseline uses Python utilities.

The script should:

1. Create the project-local virtual environment if it does not exist.
2. Use the approved Python version or version range from the applicable checklist instance.
3. Install required Python dependencies from the approved dependency file.
4. Avoid installing packages into the system Python environment.
5. Report the Python interpreter path.
6. Report installed package versions where useful.
7. Fail clearly when the required Python version or package installation fails.

The script should be safe to run more than once. It should update the virtual environment predictably without deleting unrelated local files.

If Phase 0 does not use Python utilities for a particular environment or role, the relevant checklist instance should mark the Python environment as not applicable for that environment.
