This section defines how the Phase 0 Baseline uses Control Plane Topics. The Control Plane gives the team a shared way to observe Node Lifecycle behavior, issue simple runtime commands, collect operational Evidence, and demonstrate that the Node network behaves as a coordinated distributed system.
