This section defines the development environment that the team uses to create, build, run, inspect, and review the Phase 0 Baseline. A consistent development environment helps the team avoid machine-specific behaviour and ensures that developers can reproduce the same Repository, generated Artifacts, container builds, Node execution, logs, and acceptance Evidence.
