Developer Handbook governance controls how the Phase 0 Developer Handbook is approved, changed, applied, and reviewed.
The Developer Handbook governs implementation practice. It defines coding standards, file-header rules, generated-file markings, naming conventions, logging conventions, exception-handling patterns, traceability conventions, script usage rules, repository workflow, and review checklists.
A Developer Handbook change may affect source files, generated files, scripts, configuration artifacts, logging behavior, exception handling, repository workflow, and review expectations. Therefore, handbook changes require implementation governance review before contributors apply them to the Phase 0 implementation baseline.
The Developer Handbook supports Part 4. It does not replace the implementation profile, the logical profile, or the architecture.
