The Developer Handbook must define review checklists for accepting Phase 0 implementation artifacts.

Review checklists must address:

1. Required file headers
2. Generated-file markings
3. Naming convention conformance
4. Coding style conformance
5. Logging convention conformance
6. Exception-handling convention conformance
7. Traceability metadata
8. IDL and generated-type consistency
9. DDS Topic mapping consistency
10. QoS profile consistency
11. Repository location correctness
12. Script usage correctness
13. Baseline versus non-baseline status

A Phase 0 implementation artifact should not enter the implementation baseline until reviewers can apply the relevant checklist.
