14.12 Repository Baseline and Non-Baseline Material

The repository must distinguish baseline material from non-baseline material.

Baseline material includes the artifacts approved as part of the Phase 0 implementation baseline. These artifacts support implementation mapping, generation, build preparation, coding, review, and later deployment and Evidence planning.

Non-baseline material includes exploratory notes, experiments, local developer files, temporary outputs, scratch files, and prototype artifacts that do not form part of the approved Phase 0 implementation baseline.

Non-baseline material must not be confused with approved implementation artifacts. The Developer Handbook and repository workflow must define how contributors mark, isolate, ignore, or remove non-baseline material.
