  * Architecture Board members focused on architectural consistency and specification quality
  * ADTF members with MDA, UML, SysML v2, metamodeling, and model-transformation experience
  * Domain Task Forces with representative operational requirements and use cases
  * Security specialists familiar with trust, Policy, jurisdictional, and cross-domain boundaries
  * Ontology and semantics specialists who can relate governed meaning to the broader architecture
  * Government, industry, academic, and implementation stakeholders
  * Organizations interested in developing or joining a submission

  * Review the SIP-RA problem statement and proposed scope
  * Identify missing use cases, perspectives, and requirements
  * Confirm alignment with existing OMG specifications
  * Identify overlaps, dependencies, and potential specification reuse
  * Refine the mandatory and optional RFP requirements
  * Recruit supporting organizations and potential submitters

  * Complete the RFP body and Annex C requirements
  * Conduct reviews within MARS and other interested OMG groups
  * Resolve comments and establish submission deadlines
  * Obtain the approvals required to issue the RFP
