===== Statement =====

The Submission SHALL include a structured architectural description of the proposed [[public:99_annexes:annex-b-terms-and-definitions:r:reference_architecture|Reference Architecture]].

===== Rationale =====

A structured architectural description provides an organized and reviewable account of the proposed Reference Architecture. It enables evaluators to identify the architectural elements, responsibilities, relationships, interactions, information flows, boundaries, and [[public:99_annexes:annex-b-terms-and-definitions:g:governance|Governance]] abstractions the Submission defines.

The description integrates the architectural information required by other requirements without duplicating their authoritative Statements.

===== Evaluation Criteria =====

A conforming Submission demonstrates that:

  - A structured architectural description is included
  - Architectural elements and their responsibilities are identified
  - Relationships among architectural elements are described
  - Interaction constructs and attachment points are represented
  - Ordered processing flows and boundary constructs are described
  - The separation between the data plane and the control plane is explained
  - Governance constraints are distinguished from Interface Contracts
  - Architectural terminology is used consistently across models and supporting text
  - Required architectural information can be located and evaluated
