===== Statement =====

The Submission SHALL include a complete specification of the proposed [[public:99_annexes:annex-b-terms-and-definitions:r:reference_architecture|Reference Architecture]] that addresses all applicable requirements defined in [[public:00-sip-ra:06-specific-requirements-on-proposals:06-2-scope-of-proposals-sought:start|Section 6.2 Scope of Proposals Sought]] and [[public:00-sip-ra:06-specific-requirements-on-proposals:06-3-relationship-to-other-omg-specifications:start|Section 6.3 Relationship to Other OMG Specifications]].

===== Rationale =====

A complete specification provides the architectural models, definitions, relationships, constraints, and supporting material needed to evaluate the proposed Reference Architecture.

Requiring coverage of Sections 6.2 and 6.3 ensures that the Submission addresses the requested architectural scope, observes the identified exclusions, and explains its relationship to applicable OMG specifications.

===== Evaluation Criteria =====

A conforming Submission demonstrates that:

  - A complete proposed Reference Architecture specification is included
  - Each applicable requirement in Section 6.2 is addressed
  - Each applicable requirement in Section 6.3 is addressed
  - Architectural models and supporting text provide sufficient information to evaluate conformance
  - Responses to individual requirements can be located and reviewed
  - Any requirement identified as not applicable includes an explanation
  - The specification contains no unresolved omission that prevents evaluation of the proposed Reference Architecture
