A Submission that requires a change or extension to an existing OMG specification for its adoption SHALL identify, justify, and fully specify each required change or extension.

This requirement applies when adoption of the Submission depends on changing or extending an existing OMG specification.

===== Rationale =====

A proposed change or extension to an existing OMG specification may affect established models, implementations, conformance claims, dependencies, and other OMG specifications.

Explicit identification and complete specification allow evaluators to determine why the change or extension is necessary, assess its effects, evaluate compatibility, and coordinate any additional OMG work required for adoption.

===== Evaluation Criteria =====

A conforming Submission to which this requirement applies demonstrates that:

  - Each affected OMG specification is identified
  - The applicable specification version is identified
  - Each proposed change or extension is explicitly described
  - The location of the affected normative material is identified
  - Proposed replacement or additional normative text is supplied
  - The need for each change or extension is justified
  - Alternatives that avoid modifying or extending the specification are considered
  - Effects on existing models and implementations are described
  - Effects on existing Conformance claims are described
  - Compatibility with existing versions is evaluated
  - Dependencies on other OMG specifications are identified
  - Migration or transition considerations are described
  - Any additional specification-adoption or revision activity is identified

===== Notes for Editors =====

This requirement does not authorize a Submission to change an existing OMG specification merely by stating the change within the proposed SIP-RA specification. Changes to an existing OMG specification remain subject to the applicable OMG process.

[[public:00-sip-ra:99-annexes:annex-c-requirements:sip-026-preservation-of-existing-omg-specifications|SIP-026 — Preservation of Existing OMG Specifications]] prohibits the Submission from replacing, superseding, or modifying existing OMG specifications. Therefore, a proposed change under GPR-008 must be reconciled with SIP-026 before adoption.
