====== 11.3 Suspension and Removal ======

Suspension and Removal protect the Governed Node Service Market when a Qualified Node, Qualified Service Provider, Qualification Profile, governed function, or market participant no longer satisfies the applicable rules for participation, eligibility, assignment, compensation, or review.

Suspension temporarily prevents a participant, [[dido:99_annexes:annex-b-terms-and-definitions:q:qualified_service_provider| Qualified Service Providers]], [[dido:99_annexes:annex-b-terms-and-definitions:q:qualified_node| Qualified Nodes]], governed function, or [[dido:99_annexes:annex-b-terms-and-definitions:q:qualification_profile]] from receiving new governed work, supporting new [[dido:99_annexes:annex-b-terms-and-definitions:c:compensation_claim| Compensation Claims]], or serving as a valid substitute. Removal terminates recognised participation or recognised qualification in accordance with the applicable governance rules.

Suspension may occur when a Node fails to meet required evidence obligations, violates policy constraints, fails to meet service-level expectations, loses required [[dido:99_annexes:annex-b-terms-and-definitions:q:qualification_evidence]], accumulates relevant [[dido:99_annexes:annex-b-terms-and-definitions:n:non-performance_indicator| Non-Performance Indicators]], violates residency or sovereignty constraints, fails to meet security requirements, or creates unresolved Under-Compliance. Removal may occur when the failure cannot be corrected, the participant loses required authority, the qualification expires without renewal, evidence proves persistent non-conformance, or governance rules require termination.

Suspension and Removal must preserve reviewability. The market records the affected participant, Qualified Service Provider, Qualified Node, governed function, Qualification Profile, applicable rule, supporting evidence, effective date, scope, and review or appeal path. Authorized participants need sufficient visibility to understand why eligibility changed and how the change affects assignment, substitution, compensation, settlement, audit, and governance review.
Suspension and Removal do not erase historical records. Prior [[dido:99_annexes:annex-b-terms-and-definitions:w:work_performed_event| Work Performed Events]], [[dido:99_annexes:annex-b-terms-and-definitions:e:evidence_reference| Evidence References]], [[dido:99_annexes:annex-b-terms-and-definitions:c:compensation_claim| Compensation Claims]], [[dido:99_annexes:annex-b-terms-and-definitions:s:settlement_instruction| Settlement Instructions]], [[dido:99_annexes:annex-b-terms-and-definitions:n:non-performance_indicator| Non-Performance Indicators]], and audit records remain available in accordance with retention policies and jurisdictional requirements.

Suspension and Removal also support restoration when governance rules allow correction. A suspended Node may regain eligibility after corrective action, updated Qualification Evidence, successful review, renewed qualification, or governance approval.

A Qualified Node repeatedly fails to produce required Evidence References within the required service-level interval. The market records the failure as a Non-Performance Indicator and suspends the Node from new work assignments for the affected governed function. The accountable Qualified Service Provider submits corrective evidence, completes the review, and restores eligibility only after the applicable Governance Rules recognise the correction.
