The FX Demo shall resolve the following open issues before implementation:
Naming of the final plane
  * Minimum IDL structure for work records
  * Relationship between cost topics and provenance topics
  * Treatment of persistence and retention charges
  * Mock cost-rule format
  * Mock accounting output format
  * Provider Qualification Model
  * Exception handling for missing evidence
  * Jurisdictional visibility rules
  * Whether Phase 0 includes placeholders only or a simple stub
