  * The plane SHALL support [[fxdemo:06-part:09-information-minimization:start]].
  * The plane SHALL support jurisdictional and organizational constraints on cost visibility.
  * The plane SHALL support ordinary accounting treatment.
  * The plane SHALL not require blockchain, tokenisation, or speculative payment mechanisms.
  * The plane SHALL not expose full transaction content unless policy explicitly authorizes that exposure.
