Phase 0 may include only placeholders for this plane. Phase 0 does not need to implement real billing, settlement, accounting integration, or provider competition.
A later demo phase may introduce:

  * Mock cost rules
  * Mock provider qualification records
  * Mock compensation claims
  * Mock settlement instructions
  * Persistence cost records
  * Evidence-linked work records
  * Non-performance alerts
  * Provider substitution scenarios

The first implementation objective should demonstrate the architectural pattern rather than commercial completeness.
