At the PSM level, the DDS implementation may represent the plane through topics and IDL types.
Candidate topics include the items in Table 1:

These topics shall use governed identifiers, policy references, evidence references, and classification metadata. They shall not contain full transaction payloads unless a specific policy authorizes that exposure.
