The **Cost Recovery, Compensation, and Settlement Plane** supports costing, billing, chargeback, reimbursement, compensation, and settlement while preserving content minimization.

===== Requirements =====

  - The **Cost Recovery, Compensation, and Settlement Plane** SHALL receive only the minimum information required to attribute, price, audit, and settle governed work.

  - The **Cost Recovery, Compensation, and Settlement Plane** SHALL use references to obligations, evidence, transactions, providers, and accounting artifacts rather than routine access to protected content.

  - The **Cost Recovery, Compensation, and Settlement Plane** SHALL NOT require routine access to full transaction payloads, full counterparty identities, detailed anti-money-laundering findings, detailed fraud findings, sanctions investigation notes, sensitive policy reasoning, full evidence payloads, regulated data content, or confidential business terms beyond the information required for settlement.

  - The platform-specific model SHALL define IDL types that capture the minimum cost-relevant information required by the **Cost Recovery, Compensation, and Settlement Plane**.

  - The IDL types SHALL separate references, classifications, work identifiers, cost context, and settlement context from protected transaction content.
