This section defines how the Phase 0 [[dido:99_annexes:annex-b-terms-and-definitions:b:baseline|Baseline]] handles errors, exceptions, failures, degraded behavior, and recovery. Exception handling should make failures visible, diagnosable, and reviewable. It should not hide errors or allow the [[dido:99_annexes:annex-b-terms-and-definitions:n:node|Node]] network to appear healthy when required behavior has failed.
