This section defines how the Phase 0 [[dido:99_annexes:annex-b-terms-and-definitions:b:baseline|Baseline]] uses [[dido:99_annexes:annex-b-terms-and-definitions:d:data_plane|Data Plane]] Topics. The Data Plane carries domain-facing data between [[dido:99_annexes:annex-b-terms-and-definitions:n:node|Nodes]]. In Phase 0, the Data Plane remains deliberately limited because the main implementation objective is to prove the Node network, generated type workflow, containerized execution, and [[dido:99_annexes:annex-b-terms-and-definitions:c:control_plane|Control Plane]] visibility.
