The Developer Handbook must define review checklists for accepting Phase 0 implementation artifacts.

Review checklists must address:

  - Required file headers
  - Generated-file markings
  - Naming convention conformance
  - Coding style conformance
  - Logging convention conformance
  - Exception-handling convention conformance
  - [[dido:99_annexes:annex-b-terms-and-definitions:t:traceability|Traceability]] metadata
  - IDL and generated-type consistency
  - [[dido:99_annexes:annex-b-terms-and-definitions:d:dds|DDS]] Topic mapping consistency
  - QoS profile consistency
  - Repository location correctness
  - Script usage correctness
  - Baseline versus non-baseline status

A Phase 0 implementation artifact should not enter the implementation baseline until reviewers can apply the relevant checklist.
