These preconditions ensure that implementation work starts from a stable architectural baseline, uses approved development conventions, preserves [[dido:99_annexes:annex-b-terms-and-definitions:t:traceability|traceability]], and avoids uncontrolled prototype code. Phase 0 coding must not begin until the required architectural, repository, generation, logging, exception-handling, and traceability controls are in place. The preconditions in this section do not define deployment, runtime operation, test execution, or [[dido:99_annexes:annex-b-terms-and-definitions:e:evidence|evidence]] capture. Part 5 addresses those concerns.
